I think NTM should definitely do everything in their power to see these guys in jail. My only point was that, in the end, their power is limited by the laws. I would really like to know more detail about when Philippine FC first knew of the possible abuse. My recollection, and I think Raz posted the same recollection, is that action was taken as soon as they knew and seemed entirely appropriate at the time. I also know that Philippine field leadership was not personally detached from this situation.
From personal experience, I can tell you that "Philippine justice system" was (likely still is) an oxymoron. I don't think FC judgment was impaired by believing nothing would be dealt with with Philippine authorities. I don't have recent experience to know whether enough has changed in the Philippine system that might be different today if extradition could be accomplished.
I know if a completely unrelated event involving non-NTM friends that was never even investigated despite pretty good clues about the perpetrators. The Philippines was, and I believe still largely remains, a very inefficient and corrupt place. I dearly love it, but not for those reasons.
