By "conventional third party" Prof. Waters is referring to government authorities. On this score, compare NTM's failure to report the crimes to either the government in the countries where the offense was committed or in the passport country of the criminals.

Certainly NTM is a cult! The issues at Fanda, while grievous are only a small manifestation of a larger more systemic problem.
My parents joined NTM in 1972 and as their children, we became part of NTM also. The NTM "program" is/was the same whether it was bootcamp, language school or the field...blind obedience, control of personal funds and control over even the smallest aspects of life.

NTM IS A CULT!!! NOT JUST FANDA NTM!!

I have talked to Christian counselor's that are very well educated in missions and cults and yes, they have said NTM is a cult.
