I suspect the deal would be something like this. "Yes there was a few bad people in the past, but it would be hard to prove in court and it is all historical taking place in a far off country, so you have little chance of winning, so why don't we just give you a little incentive ($$) and you go away and never mention this again".

Trouble is, while Fanda may have closed down other schools haven't and by not having a full exposure the spotlight is turned off on the possibility that nothing has changed. Who can put their hand on their heart and say "there is no abuse occuring now"? For that to be true, the environment that gave rise to the scandal in the first place would have to be completely dismantled and strict checks and balances put in place. And has that happened?
