Suppose there is no chance of NTM refunding money they got by foul means not fair?

Fair is when people donate to you because they believe you offer a service or product they wish to participate in.

Foul is when departing missionaries have their houses and possessions confiscated and the proceeds end up in the hands of thieves. Foul is also when the service or product offered is not what the money is going too, that is fraud.

And a very real one.......

I hate to say it but I don't think most people, should I say churches, care what has happened. They are so trusting of these mission boards/agencies that they think whatever goes wrong the mission can fix. Sure money is getting a bit tight for them but then we must remember the US economy is in a downhill spiral. When money is tight they sacrifice those down the ladder but just keep on keeping on. Full stop.

So a "holy apple" has no worms inside?

There is only one thing worse than finding a worm in your apple. Finding half a worm in your apple!

What these missions didn't figure out, but are probably now learning the hard way, is that a rotten apple in a barrel soon causes others to go rotten and eventually the whole barrel is tainted. Eventually the only thing the apples are good for is to be put in a trough and feed to livestock.

I thought this was a "faith" mission, not an organisation with large cash assets.

The correct procedure for someone to be reimbursed for medical related expenses is for their health professional (i.e. Doctor, Physio, Psychiatrist) to provide a letter to NTM (with proof of their professional status) stating "In my professional opinion, patient X is suffering from condition Y, which is a direct result of historical occurence Z, therefore I feel that these cost should be met by NTM".
If NTM is asking for personal details or the details of abuse, I would humbly suggest that this is skating on thin ice, for what is said in the course of professional treatment is not for consumption of the general public and especially not those who have a vested interest in the welfare of their own organisation that was the cause of the problem in the first place.

For example, if I sustain an injury at work, my doctor will provide me with a certificate which states that in their professional opinion I am unfit for duty until a certain date. They may briefly mention the nature of the injury, but my employer does not ask for any details, because the word of a professional is sufficient. My employer is of course welcome to ring the doctor to make sure that I haven't forged the certificate, but my doctor would not release any private details of the treatment or condition I have. That is what is called professional etiqute and it is that way for a very good reason, which in the case of this scandal is to protect the victim from being revictimized.
