Regardless of who performs the investigations, I think the expertise required to conduct an investigation may be different from the expertise required to make recommendations based upon the results of an investigation. The job of the first is to determine what the facts are. The job of the second is to recommend actions based upon those facts. Regardless of the recommendations, NTM is not bound to follow the recommendations and is not bound not to take actions beyond the recommendations. I would hope, that if NTM is serious about correcting/preventing some wrongs here, that the investigation results alone would be sufficient...in other words, should NTM really have to have somebody recommend to them that they fire somebody who raped a young girl.
If I hired a private investigator to determine whether my employees are stealing from me, do I really need a "recommendation" from the investigator that I fire an employee after it is determined that the employee is stealing from me? NO! I would just fire them or otherwise discipline them.
My point is, that what is important is that a thorough and reliable investigation take place and that the results of that investigation are made public. It is then up to NTM to step up to the plate and take certain action. Fine, if NTM needs hand holding or a little nugding with 3rd party recommendations, maybe there should be 3rd party recommendations. But, it is sad that they would need that.
Regarding GRACE, I did question the legaility or practicability of a couple of its recommendations. I would steer clear of geting too fancy with recommendations.
To the extent NTM is limited in the extent to which it can publicize certain actions, legally or otherwise, I would recommend that NTM at least explore the possibility of publicizing in general terms what it has done. I.e., we have terminated the active membership of x number of missionaries, including x number of active or former members of various field committees. we have instituted x,y,z, policies. etc. etc. The fact is, that actions taken in private (although some word does get around) does not do much for those of us out here that would receive some benefit from the knowledge that certain actions have taken place.
