Scott Ross

NTM should acknowledge the work of Scott Ross in raising awareness of child abuse within NTM as well as his work in developing a child protection protocol within NTM. At the same time, Scott Ross failed to adequately investigate and respond to the Fanda abuse scandal. Several MKs expressed a lack of confidence in Scott Ross's ability to handle this matter for the future. Accordingly, GRACE recommends Scott Ross be permanently removed from any and all work and/or responsibilities relating to any form of child abuse matters within New Tribes Mission. This shall be evidenced by a written notice signed by the NTM Executive Committee. The removal notice must be delivered to Scott Ross, must be posted on the member section of the NTM website for 6 months, and must be provided to Fanda MKs.


Scott Ross was a co-founder of the Child Safety and Protection Network. At that time (2006) he was a member of New Tribes Mission.

About the Child Protection and Safety Network

In the summer of 2006, members of SIL and New Tribes agreed to co-sponsor a gathering in September to look at issues of child abuse and safety for the greater missions community.

Numerous agencies have been working in this area, in terms of current and historical abuse investigations, policy development, programs and treatment; but no one had brought different organizations together to address issues as a group.

The result of that meeting was to encourage multi-agency participation in a task force to develop, refine, and enhance policies, procedures, and resources for ensuring current and future child safety. This is the current mission statement of this task force:

As an outcome of the September 2006 Inter-Agency leadership consultation regarding issues of Child Safety and Abuse Response in missions, and in support of our common desire to provide a safe and rich experience for the children of our staff, we are resolved to collaborate together in creative new ways to:

- Develop and deliver common education and curriculum for the “network”
- Share resources between us in the “network”
- Develop common response and care protocols

Representatives from any mission agency are encouraged to participate.

Scott Ross – Lead Investigator

Scott has served as consultant and private investigator for numerous mission agencies. He has acted as lead or consultant in excess of 100 child abuse investigations around the world. He is also one of the founders of the Child Safety Protection Network, a network of mission agencies focused on child protection training, prevention and investigation. Scott has produced a 5-part video series on child abuse guidelines and protocols. Monte currently works in the General Counsel office for New Tribes Mission.

Adjunct instructor in conducting security/risk assessments and crisis management.
Investigation and review of employee misconduct and policy violations arising among U.S. personnel, either domestic or international.


Gary W. O’Neal – Investigator

Gary W. O’Neal has served more than 20 years in ministry and has a reputation for providing assistance to individuals in the area of dispute resolution and relationship development. He is a former Executive Pastor with responsibilities in counseling, administration, mediation, facility management and teaching. Gary is a conference speaker and seminar instructor as well as camp and conference center consultant. Gary has also served on numerous boards and committees.

Gary’s training and experience includes:

Cathy O’Neal – Investigator

Cathy is a Certified Professional Mediator and is listed on the Idaho Supreme Court Roster of Child Custody Mediators. Her office is located in beautiful downtown Coeur d’ Alene, Idaho.

Cathy O’Neal has been a Certified Dental Assistant and Lab Technician. Cathy has retail sales experience as she opened and managed a Gift Shop and Book Store. She competed in Triathlons for ten years, and then went on to running half marathons. Currently she is training in weight lifting.

And how much will NTM be paying for this "expertise" that they assumedly used to get for free? Doesn't seem to be any mention of being with NTM, just references to a mission organisation.

Hmmmmm, very intriguing. I can't help get the feeling that those at the top of NTM know it is going to sink and are offloading the assets before it does and there is a free for all. When/if NTM sinks, it might be strangely found to be bare of assets.

Did the Fanda MKs receive this?

I don't think I mentioned this before - Mr. Ross was my high school Bible teacher at Numonohi in the late '80s. He was a favorite teacher of all of ours. That's why I trusted him in 2006 with my story - I was sending it from student (me) to mentor (him), not from victim to NTM. I didn't expect it to go beyond Mr Ross.

When he passed my story off to strangers I didn't even know within NTM, and without my agreement or prior knowledge, he lost my trust.
