It is anticipated that the investigation will be completed, and a Final Report submitted in April 2013. This change is precipitated by the emergence of new materials. This time could be extended as we don’t know how long it will take to write the final report.

As Raz pointed out earlier, the above language suggests the investigation could remain open for a long time, as new material emerges.

Also, as to "how long it would take to write the final report", when I was in school and I had homework due, there was a deadline. Without firm deadlines, or consequences for missing deadlines, homework would probably never have been handed in (nor would sentences have ended with prepositions). If the definition of the emergence of new material is left in the hands of the person responsible for the homework......"teacher, I'm sorry, I can't hand the homework in today because a random piece of paper landed on my dog's wet nose just before leaving for school. This new material will be very helpful in expanding my homework project, "The definitive cure for cancer and how my uncle Biff chooses fishing lures".

I understand writing a report is more than sitting down at an electric Smith Corona typewriter (after starting the generator outside...after checking the oil and the air filter, after filling the generator with gasoline, after siphoning gasoline from the lawn mower because the gasoline was gone in the generator, after running the extension cord from the post near the generator to the desk where Mom would sit to type where it was a little cooler, away from the direct sunlight in the 120-degree heat in Shekinah) to prepare a "prayer letter". I understand writing a report might involve a lot of work, perhaps hundreds of hours, with great care to avoid pitfalls. But from the perspective that this is important work, from the perspective that this involves matters from at least 1983, from the perspective that young children who are now in their 30's and 40's have suffered most of their lives from this torture.......figure it out, ask for more resources, and finish the job.....soon.

My sister was interviewed in October of 2010 (seven months pregnant, with two small children...flew to another state to be interviewed).
I understand IHART was formed later, but 2 years and six months ago, the investigation had essentially begun (again).
