If this is true and the evidence suggests it is based on where we have found NTMs worst offenders (one in a trailer park, one working in a childrens home e.t.c.), then this makes those that covered up for these monsters even more culpable, for they just shifted the nightmare to other children. They should have been locked up, they should have been turned over to the law enforcement of the countries they did the crime, not allowed to get back to their home country where they could claim some sort of bizzare immunity and no doubt go on destroying more lives. Take a leaf from the book of a little country and one brave MK who had their perpetrator locked up. It can be done.
To the men who covered up for these monsters, invite them round for some fellowship, then go out for the evening and leave them to look after your children or grandchildren. After all, they are reformed, they are back in fellowship and you trust them implicitly, right?
Of course you don't, so why let them loose on other peoples children and pretend they are reformed?
