I'm just wondering how any of these perpretrators can be prosecuted since it happened on foreign soil??? Can anyone enlighten me?

I think I read somewhere on here that, at least for the US citizens, because they are citizens of the US they can be prosecuted (or at least reported?) here. Someone else probably remembers that post better than I do.

It is my understanding that the U.S. will not investigate a case that has been reported of a U.S. citizen abusing outisde the U.S. It would be great if someone had time to search this out. I don't know if the human/sex trafficking laws cover this type of thing. It would take a lot to prove that the abuser specifically went outside the U.S. with the intent to abuse.

I was thinking it would be good to get something going on this to get the law changed. Contact our state representatives, congressmen, etc? I don't know what is the most effective.

The foreign government where the crime was committed has to request the perpetrator be extradited to face prosecution. Other than that, it literally takes an act of congress to assign a jurisdiction in the US for crimes committed against Americans by Americans on foreign soil.

So can we get something moving on this to get it changed? Contact our congressmen, state reps, etc.? Any ideas out there?

There is currently a law in place that I need to look into a little more. It falls under the protection act, which came about with the formation of the Department of Homeland Security. In it, the law assigns jurisdiction to within US Territory. It was designed for Americans that commit crimes in foreign country's so they may not be subject to cruel and unusual punishment from a foreign government. ie having ones hands chopped off for stealing a loaf of bread. My understanding is, that the law was put in place to protect US Servicemen.

In regards to contacting local authorities has anyone contacted the local authorities in Aritao? Could enough evidence be documented by all the victims and sent to the Philippine authorities to get them to request Les be extradited? When we received a phone call from another missionary in Aritao in 93 telling us that our daughter was on 'the list' we got the impression that Les also tried victimizing some of the work girls as well, is that true? If so that may be good reason for the Aritao authorities to request he be extradited back to them. We were only at Aritao for one year (1991) as a result we weren't 'in the loop' like those who lived there for longer periods of time. Please correct any misunderstandings or misinformation I have just stated.

Since the Philippines and the United States has an existing extradition treaty, we need evidence to support the filing of criminal case in court as well as the request to extradite the alleged molester. That is the process we have to go through since, like in the United States, that is the due process and every accused has the right to be presumed innocent until proven otherwise.
