Any independent investigation, except for one that involves subpoena power, would likely not be as effective as an "independent investigation" with cooperation from NTO (a hybrid, if you will). My point is that NTO is "voluntarily" submitting to these investigations and much of the initial information (list of all former missionaries, MKs, personnel files, etc.) must be voluntarily handed over.
So, ANY investigation, whether totally independent, partially independent, or not independent at all, will likely only be as effective as NTO wants it to be, because NTO controls a large volume of relevant information.
Unfortunately, I think it is a wait and see scenario - but there will be hell to pay unless NTO gets it right.
