I think if you look back,
GRACE footed their own bill for much of the investigation.
They donated their time.
Maybe only travel expenses were paid.

From what I gleaned from GRACE they do every thing in their power to save money. Instead of ringing us they set up a SKYPE interview. I reckon if it was ABWE on their foot they would catch a flight and have a "little holiday on the way" but not GRACE. They are very conscientious and good stewards. Full stop.
